My idea of sucessfuly dressing is all about how well whatever you are wearing fits you. So let's start by the dress. I cannot possibly come up with a more democratic piece. Amongst the plethora of options out there, it is impossible not to find one that is perfect for you. On the flip side thou, it can be overwhelming... yes, I hear you saying! So first things first: it's all about the cut. It's useless to get the right color, patterns or even fabrics if it's not the right cut for you. (If you don't know what works for you, I give you a lit guidance below, alternatively, try finding more about your body type in previous posts), then choose fabrics that will follow your natural curves and not cling to them. I have listed below, some guidelines so you can find just the right one for you:

Besides cut, choose the right size. Not too small that will make you bigger than you are, nor too big that will overwhelm your frame.
Accessories are your personal touch, add some in contrasting colous to add a refined touch.
Golden detailing do polish up everything.
Breezie fabrics and a model that cinches at the waist enhance your feminine shape without adding bulk and are complimentary for most body types.
Remember this: low contrast, petite patterns are more complimentary, that holds true for the belt, too!
Last but not least, choose a dress that will give you freedom of movement yet be feminine but not too girlie (thanks to accessories that give that balance). Whenever you feel confident, that will show. It's not about what you are wearing. It's all about how impeccable you look. That's what is power dressing.
